The crash occurred around 4:30 a.m. Sunday when a vehicle traveling southbound plowed into the back of another vehicle, said Lt. John White.
"For some reason, the vehicles stopped in the middle of the highway and with foggy conditions, they were hit by a third car that was also traveling southbound," White said.
The Peekskill Volunteer Ambulance Corps and Peekskill Fire Department also responded to help the injured.
Once on scene, it was determined an additional three ambulances were needed to transport all of the injured to area hospitals, Peekskill VAC said.
None of the injuries were serious, White said.
